The authorities plan to build new roads as part of a massive $1.6 billion development project. The targeted roadworks involve the rehabilitation and paving of several road sections covering more than 1,300 km. The government is continuing construction of the Dolisie-Kibangou-Gabon border road, with the bridge over the Niari River already fully completed. With support from the African Development Bank (AfDB), work is underway on Development Corridor No. 13, Ouesso-Central African Republic border, including the construction of the bridge over the Sangha River in its first section, Ouesso-Pokola. A convention for the construction of the Brazzaville-Kinshasa road-rail bridge has been ratified between the heads of state of the Republic of Congo and the Democratic Republic of Congo.

Kikwit and Lukaka, two agricultural regions of the country, have benefited from two road improvement projects, opening them up and significantly improving the daily lives of their inhabitants: the Batshamba-Thiskapa road, Lovua-Tshikapa section (56 km), and the Tshikapa-Mbuji Mayi road, Tshikapa-Kamuesha section (87 km). Both projects were carried out in rural areas between Lovua and Katshongo (47 km) and in the city of Tshikapa (9 km), for a total of 56 kilometers for the Lovua-Tshikapa section. The 87-kilometer improvement project covered the Tshikapa-Kamuesha section in the Kasai provinces (Central and Eastern). 

Approved in 2012 by the Board of Directors of the African Development Bank Group, the first project, which is scheduled for completion in 2022, received concessional financing of $99.3 million from the African Development Fund. The second project, approved in 2014 and also due to be completed in 2022, received $105.8 million in support from the Bank Group. Thanks to this infrastructure, the local population now lives within two kilometers of a road that is passable year-round.

In 2022, the Democratic Republic of Congo completed a project to rehabilitate 400 kilometers of roads in the city of Bunia, in Ituri province. The project was funded by the Social Fund of the Republic. Its implementation has opened up access to certain neighborhoods and improved traffic flow within the city.

In 2022, the Congolese government signed a concession agreement with Ged Africa Ltd for the construction of a road linking it to Zambia. This road will connect the city of Kasuomeno in the Democratic Republic of Congo (DRC) to Nshwale in Zambia. The Congolese towns of Kasenga and Mwenda will also be served by this new route. Eleven kilometers of road between Kasuomeno and Kasenga have already been completed. The infrastructure project, valued at $750 million, will be financed by Ged Africa Ltd to the tune of 251,300 metric tons (251,300,000 USD). The remaining funds will come from private investors. The build-operate-transfer (BOT) contract between Ged Africa, the DRC, and Zambia spans 25 years.

Compared to the average condition of the Congolese road network, National Route 1 (RN1), which crosses Greater Katanga, was in good condition. However, it has been rehabilitated in its Mbuji-Mayi–Kamina section (Kasai-Oriental and Haut-Lomami), as has National Route 2 from Mbuji-Mayi to Bukavu, in South Kivu.  

An agreement has also been signed with a Portuguese company for the paving of 138 km of road on the Kindu-Katopa section, which will connect two economically dynamic regions of the country. The project is financed by the African Development Bank.

The road fund will be increased to ensure the efficient maintenance of the network.

THE TSHILEJELU PROJECT 

 As part of the accelerated program to combat poverty and inequality initiated by the President of the Republic, the Tshilejelu project was established to facilitate mobility in the major urban areas of the Greater Kasai region and to provide certain infrastructure projects in the city of Kinshasa. This urban road rehabilitation and modernization program was launched on March 17, 2021, by the President of the Republic in the Mpasa neighborhood of the N'sele commune in Kinshasa. Covering 39.72 kilometers of urban roads in Kinshasa, it also targets the Greater Kasai region with the rehabilitation of 101.77 km. Certain cities are particularly affected, including Mbuji-Mayi (25.32 km), Kabinda (10.5 km), Lusambo (10 km), Kananga (35 km), Mwene Ditu (5.5 km), and Tshikapa (15.39 km). 

These works are expected to last 28 months for Kinshasa and 36 months for the Greater Kasai area.
