DRC - Health - The new National Health Development Plan

The DRC is a large country with considerable regional variations in terms of culture, economy, and health indicators. The new National Health Development Plan (PNDS) 2023-2027 will serve as the implementation tool for the Health System Strengthening Strategy (SRSS).

This new PNDS coincides with the approval, in November 2022 by the Global Fund Executive Board, of the allocation of funding to the DRC, within the framework of the NMF4 for the period 2024-2026, in accordance with its strategy to combat pandemics and build a better and more equitable world.

The Congolese medical sector urgently needs infrastructure and medical personnel suited to its large population. Even after training, healthcare workers face deficiencies in poorly equipped facilities. Furthermore, many areas are only accessible by air or sea, exacerbating regional disparities. Kinshasa province, home to the capital, generally performs better than the rest of the country on most health indicators. North Kivu and South Kivu, where instability has been concentrated in recent years, have the highest infant mortality rates. In January 2022, there was a slight decrease in the number of health zones with four out-of-range indicators, totaling 91 health zones compared to 97 in the fourth quarter of 2021. Seventeen of the 26 provinces have at least one health zone with problems. The province of Ecuador has almost all of its health zones showing at least four abnormal indicators (16 out of 18).

The 2019-2022 National Health Development Plan serves as the implementation tool for the Health System Strengthening Strategy (HSS), revised and adopted in 2010 by the Ministry of Public Health and its partners. Addressing the country's priority health issues, it focuses on high-impact interventions for maternal, newborn, and child health; major communicable diseases; non-communicable diseases, including malnutrition; and emergency response. Within this plan, the government has allocated $1,775,280 to enhance the training of healthcare personnel.

The Ministry of Health plans to train an additional 20,000 health personnel and computerize 3,400 health centers by 2024. Furthermore, the investment roadmap will accelerate the digital transformation of the health sector in the DRC.

In the first quarter of 2022, humanitarian partners in the DRC reached 1.9 million people, representing 211 of the 8.8 million people targeted. However, funding levels remain comparatively low: 8.61 million compared to 11.51 million in the same period of the first quarter of 2021. In June 2022, the government adopted the plan for the Demographic and Health Survey. The DRC has committed to the Sustainable Development Goals (SDGs), which aim for a significant improvement in the well-being of populations, particularly children and women, by 2030. This survey will allow for better targeting of support to the DRC to achieve the SDGs.
