Pro-routes had achieved significant progress by the end of May 2017, with 274 km of roads rehabilitated out of a total target of 2,673 km, representing a completion rate of 851 TP3T compared to the overall objective. An additional 2,931 km were under maintenance, representing a rate of 87.621 TP3T against a project target of 3,345 km.

In 2018, the Pro-routes project planned the rehabilitation of 2,290 km of four road axes: Bunduki-Gemena and Mobanza-Mobayi, Miti-Walikale, Mbuji Mayi-Bukavu, and Niania-Isiro. This new project also included in its program the maintenance of previously rehabilitated axes, totaling 3,345 km.

The Government has submitted a funding request to the International Development Association (IDA) for the implementation, using an improved approach drawing on lessons learned from the Pro-Routes project and the same management arrangements, of a new road project, called the Connectivity and Transport Support Project (PACT). This project will cover identified routes to ensure the progressive expansion of the viable network until full coverage of the ultra-priority network, as well as the development of Goma airport. The road component of PACT will comprise three main elements:

– The surface dressing of the Butembo-Kanyabayonga road in North Kivu Province, excluding the 50 km section crossing Virunga National Park. Surface dressing was chosen because most of this dirt road is already in good condition. The section crossing Virunga National Park (PNVi), a UNESCO World Heritage Site (over a length of 50 km), will not be paved and will be left in its natural state to mitigate conservation risks during the construction phase.

– The surface dressing of the Mbuji-Mayi – Kabinda and Kabinda – Mbanga roads in the Kasai Oriental and Lomami Provinces. These two adjacent roads will complement the ongoing and future paving programs on the Kinshasa – Kikwit – Tshikapa – Kananga – Mbuji-Mayi road, thus continuing the gradual establishment of a road corridor linking western and eastern DRC.

– A provision for the rehabilitation of ultra-priority roads and critical bridges, to be defined during the project implementation. This provision will provide the project with flexibility to respond to emergencies and new priorities in terms of road infrastructure.

The PACT investments will be made over a period of 5 years in the provinces of North Kivu, Kasai Oriental and Lomamien in the DRC. The project's development objective is to provide resilient, secure and sustainable connectivity to and within the provinces of the Kasai region and eastern DRC, and to increase the transparency of FONER, RVA and ARPTC.
